When you delete a file, the file is still on the flash memory until it’s overriden and can be restored with special programs
On computers there are programs to override the empty space of the hard drive so it can’t be restored.
Are there any such programs for android?

A low level factory restore can do that. Don’t know what carrier you’re with but I’m with Sprint. For Sprint, open the phone pad (dial pad), press ##(your subsidy lock code goes here)# – FOR EXAMPLE, ON MY PHONE, IT WOULD LOOK LIKE THIS: ##734790#. A new menu opens. Scroll to EDIT and enter MSL code. Select FACTORY RESET, and it will do the work for you. This method is NOT the same as the factory reset from the in-phone setting menu. This wipes all data from your phone (ie. call timer, life timer, activation date, refurbish status, data usage, all flash memory, etc.) Menus and option are the same on all Android devices, however, codes used/punched in to access this “secret programming” menu varies (by far) from carrier to carrier.
Finding the MSL & Subsidy code is up to you. If you’re lucky, your cell phone service provider might even give it to you. Good luck.
